PRESIDIO, Texas -- Gov. Rick Perry says a crackdown on malpractice lawsuits expanded health care in Texas, but an analysis reveals a more complicated picture than his campaign rhetoric would suggest.
The Republican presidential candidate points to tort reform measures Texas passed in 2003 as proof of his job-creating credentials. Perry says lawsuit damage caps created a business-friendly climate that helped Texas license 23,000 new doctors.
