Google is rolling out a new iteration of that black bar, dubbed the Google bar, that currently lives on top of all your Google apps. The updated version gets rid of the black background, but integrates Google+ and the search box into the same section of screen real estate as each webapp's logo (as opposed to pushing it into a bar at the top of the screen).
